Altman was a Chicago Firefighter/EMT and is being recognized following his death, which prompted a statewide directive to lower both the United States and Illinois flags at buildings occupied by state agency personnel.

Timeline for Half-Staff Observance

According to the governor's orders, flags are to be lowered beginning at sunrise on Wednesday, March 25, and will remain at half-staff until sundown on Friday, March 27.

The timeline aligns with provisions outlined in the Illinois Flag Display Act, which mandates flag-lowering protocols to honor fallen first responders and service members.

Law Honors Fallen First Responders

Under the Illinois Flag Display Act, flags are required to be flown at half-staff from sunrise to sunset on the day of a fallen service member or first responder's funeral, as well as the two days immediately preceding.

The law ensures statewide recognition for those who lose their lives in the line of duty, including members of the fire service, police, and armed forces.

State Buildings Expected to Comply

The directive applies to state-operated facilities and any entity required to follow the Act. Government buildings, schools, and other public facilities occupied by agency personnel are expected to comply during the designated period.
