Illinois is using its tax filing process to help uninsured residents access health coverage even after open enrollment ends.

New Pathway for Uninsured Illinoisans

With the traditional open enrollment period now closed, uninsured residents across Illinois still have a critical opportunity to secure health insurance, this time through their tax return.

According to the press release, state officials are urging filers to take advantage of the Tax Time Easy Enrollment program before the April 15 tax deadline.

The initiative, operated through Get Covered Illinois, integrates health coverage access directly into the filing of the IL-1040 tax form. It's designed to capture individuals who may have missed standard enrollment windows but still need coverage.

How the Program Works

Residents filing their state taxes can check a designated health insurance box on line 42 of the IL-1040. By doing so, they signal interest in obtaining coverage for themselves or household members.

The Illinois Department of Revenue then securely shares key details, such as income and household size, with Get Covered Illinois.

From there, filers receive a notice outlining their eligibility, including potential access to premium tax credits or Medicaid. Importantly, checking the box carries no obligation and does not impact a tax return.

Limited Window, Expanded Access

If deemed eligible for marketplace coverage, residents are granted a 60-day special enrollment window upon receiving their notice. State officials say the program removes barriers and simplifies what has historically been a complex process.

Additionally, special enrollment periods remain available for those experiencing life changes such as job loss, marriage, childbirth, and pregnancy, newly added as a qualifying event.

With tax day approaching, officials emphasize urgency. The program represents a strategic effort to reduce the number of uninsured residents by meeting them where they already are, during tax season.
