As of March 10, the second phase of the Whitman Street Reconstruction project is underway in the City of Rockford.

During the second phase, there will be a complete reconstruction of Whitman Street from Court Street to Horsman Street, according to the press release.

Because of these improvements, there will be a section of Whitman Street closed to through traffic, along with Ridge Avenue which as of March 10 is already closed just south of North Avenue for this project.

To guide drivers safely through the reconstruction area, marked detour routes and traffic control measures are in place.

Access for Locals Only During Reconstruction

Local residents will still have access to their homes during this reconstruction, along with continuing service of mail, package deliveries, trash pickup, and emergency services along Whitman Street.

Businesses in the area will also remain open and accessible, according to the press release.

Infrastructure Upgrades and Project Scope

The project will fund extensive infrastructure improvements, including pavement removal and replacement, new driveway approaches, upgraded sidewalks, and curb and gutter replacements.

Additional upgrades include storm sewer enhancements, water main, and water service, sanitary sewer improvements, upgrades to traffic signals, and updated strip striping.

Upgrades along Whitman Street are critical to modernizing the area for long-term durability and safety.

Project Completion and Funding

The scheduled completion date for the reconstruction of the upgrades is expected to be October 24, 2025.

The project is funded by the City of Rockford's one percent Infrastructure Sales Tax, the Water Replacement Improvement Account, and the Four Rivers Sanitation Authority, according to the press release.
