
Rockford Opens Applications for Nearly $4 Million in HUD Homelessness Grants
Applications have opened for millions of dollars in HUD grants that are aimed at strengthening homelessness services in some northern Illinois counties.
Renewal and New Funding Available
The City of Rockford Health and Human Services Department is teaming up with the Northern Illinois Homeless Coalition to open applications for the 2025 HUD Continuum of Care (CoC) competitive grant cycle.

The program supports agencies that are serving individuals and families who are experiencing homelessness in Winnebago, DeKalb, and Boone counties, intending to accelerate re-housing efforts and strengthen long-term stability across northern Illinois.
Nearly $4 Million Available for Local Providers
This year's funding includes over $2.7 million for renewal projects, along with significant expansion opportunities, according to the press release.
HUD has allocated an additional $839,216 for new Bonus Projects and $419,608 specifically for Domestic Violence Bonus initiatives.
Federal officials noted the domestic violence-focused funding as a national priority, and all amounts remain subject to adjustment based on HUD's final budget decisions.
Application Process and Key Deadlines
According to the press release from the City of Rockford, applications will be published on the city's website, and the Northern Illinois Homeless Coalition will share them via its website and Facebook by November 21, 2025.
Completed applications are due December 15, 2025, at 5 p.m. and may be submitted electronically or dropped off at 612 N. Church Street in Rockford.

Late submissions will not be accepted, and new applicants must also complete the federal E-Snaps application with training appointments available the week of December 29.
Ranking, Review, and Public Comment
According to the press release, all submissions will be scored by a Ranking Committee, with results posted by December 30, 2025.
The final Collaborative Application will be open for public comment from January 12 to 13, 2026, with special invitations extended to individuals with lived experience of homelessness before the full package is submitted to HUD on January 14.
