The City of Rockford has secured a $700,000 grant from the Illinois Criminal Justice Information Authority to expand services at the Family Peace Center, which has been instrumental in supporting survivors of domestic and sexual violence.

Expanded Services Aim to Streamline Help for Survivors

The funding for the Family Peace Center is designed to support a "co-location" model that brings multiple services under one roof, so victims can access legal, emotional, and safety resources without navigating multiple agencies across the region.

As part of the expansion, the Winnebago County State's Attorney's Office will assign a full-time victim services provider to the Center. The role will make sure that survivors involved in criminal cases receive timely updates, court guidance, and direct support throughout the legal process.

In addition, the Winnebago County Probation Department will introduce a part-time probation officer, helping bridge gaps between court oversight and survivor services. Meanwhile, the Rockford Police Department will add a dedicated victim advocate within its Domestic Violence Unit, which offers on-the-ground support during and after police responses.

Multidisciplinary Approach Expands Reach

The Family Peace Center already collaborates with more than 30 partner agencies, a structure officials say improves outcomes by reducing barriers for survivors who are seeking help.

This latest investment strengthens that network, emphasizing coordinated care across law enforcement, legal systems, and community organizations.

Advocates say the expansion reflects a broader statewide push to modernize victim services, which focuses not only on crisis response but long-term recovery and stability. With additional staff being on-site at the Center, Rockford is positioning itself as a model for integrated support services across Illinois.
