If you'd like to try this here is the recipe that I got from Growing a Jeweled Rose's site.

Peeps Play Dough Recipe

5 Peeps
3 tbsp of corn starch (corn flour in the UK)
1 & 1/2 tsp of coconut oil (other oils will also work)
Optional: Food coloring for rich coloring

Combine the above ingredients in a microwave-safe bowl, and heat until the Peeps expand (roughly 30 seconds). Carefully remove the bowl from the microwave, and begin mixing the ingredients with a spoon. Once cool enough finish kneading and mixing the dough with your hands. Now it's ready to be used.

Maybe the results will be better for you? I found it to be a sticky mess.
