Apparently, FOX is planning on using virtual fans and pumping in crowd noise to simulate what it would sound and look like during an NFL game in case there are no fans in the stands.

It's pretty much a done deal...they're looking at ways to put virtual fans in the stands, so when you see a wide shot it looks like the stadium is jam-packed and in fact, it'll be empty.

Can you imagine how weird that would look? At the same time, good on FOX for coming up with something that might at least make it look like a normal NFL game.

Try watching professional wrestling right now without the crowd and noise. It's awkward. Pumped in cheers and boos, along with virtual fans might make it much more palatable.
