People are receiving so many calls in regards to "serious allegations" that local officials have issued a warning.

The scam calls seem more existent and desperate than ever before. Now those criminals are using electronic (and sometimes human) voices threatening jail time or "worse" circumstances. As of late, victims have been receiving calls telling them they have 24 hours to return the call or they could be arrested. It's false, fake, and stupid. You won't be arrested if you don't call them back. The calls are so often contentious Janesville Police Department has released a statement pertaining to the problem.

The caller asks the victim to call a number back in 24 hours or they will be arrested.... Police say you should not call the number back and you should not send money to anyone over the phone.

Giving even more details of the call, they shared the actual context of the message.

____ get expired in the next 24 working hours and once again expired after that you will be taken under custody by the local police as there are four serious allegations pressed on your name at this moment we would request you to get back to us so that we can discuss about this case before taking any legal action against you number to reach us is 888-484-6398 I repeat 888-484-6398 thank you…

As recommended by JPD, ignore the calls. If you answer assuming the phone number is legit, do not say anything after your initial salutation. Hang up, write the number down to report it and then block it.
