In determining the best of the best WalletHub looked at crucial factors by looking at 1,300 U.S. cities with populations of 25,000 to 100,000, cost of living, school systems, and job opportunities, out of all of that ten Illinois cities ranked in the top 90%.

  • Wheaton, Illinois - 93%

There are some towns that I have never heard of and some that I see a list all the time. One town that I am surprised didn't; make it to the 90% tile is Galena, the town is not even on the list. Maybe it's too small, but Galena is a magical place that I feel should be on all small towns/cities' lists as one of the best in the state.
