It looks like someone in Beloit decided that Halloween is not over yet. 

WREX TV reported that a man in Beloit is portraying a police officer. He is said to be a white male, about six feet tall with a medium build.

The Beloit Police Department says that the suspect has Blue and Red lights in the front of the car.

In the Rules of The Road Handbook, there is a section that talks about being pulled over by law enforcement. Here is what is say via dnainfo.com:

"Stay in the driver’s seat with both hands clearly in sight on the steering wheel until the officer instructs you otherwise or the traffic stop is complete. Do not exit your vehicle unless asked to do so," the manual states. "Getting out of your vehicle can be perceived as aggressive behavior and a threat to the officer’s safety."

The other option is to slow down, turn on your hazards and call 911 to confirm with the dispatcher that you are being pulled over. The police should let you make the call since you are doing the right thing by checking if that is a real officer.
