The roadway reopening was delayed because of "utility pole relocation delays" which will keep Charles Street from 28th to Parkside Drive closed through October 9.

All businesses remain open throughout construction. The road closure will continue to be open to local traffic, deliveries, mail, garbage pickup, and emergency vehicles only. The detour route remains in place. City of Rockford Engineer

Once Charles Street is reopened, the roadway will "open up to 3 lanes, with the southernmost lane remaining closed to install the multi-use path and turf restoration."
