Illinois Offers Free Phone Calls to Inmates Statewide

Illinois has announced a new statewide pilot program that will provide free phone minutes to incarcerated individuals to promote family connection and rehabilitation.

Restoring Family Connections Behind Bars

According to a press release from the Illinois Department of Corrections (IDOC), a groundbreaking program will provide individuals with no-cost phone calls beginning November 3.

The "Voices of Connections" initiative grants each incarcerated individual 775 free domestic minutes per month, which is equivalent to about $6.20 in call time, to help them stay in touch with family and friends.

IDOC leaders say the goal is to improve access to affordable communication tools through technology, and Director Latoya Hughes said that maintaining family relationships is a vital part of emotional well-being and rehabilitation of inmates.

Technology and Communication Reform

According to the press release, the new initiative will allow individuals in custody to make calls directly through a tablet-based dialer app when connected to Wi-Fi.

IDOC says the expansion of phone access represents a major step toward removing cost barriers that often prevent incarcerated individuals from maintaining contact with loved ones.

Minutes that go unused during the month will not be rolled over or transferred; however, the IDOC plans to redistribute unspent funds throughout the pilot program period. Officials will evaluate the program through June 2025 to determine its costs, usage, and potential for expansion.

Illinois First Lady MK Pritzker has been vital in advancing this pilot program, emphasizing the importance of communication for incarcerated parents, especially mothers.
