These laws are pretty similar in all 50 states, I guess we feel the same when it comes to mowing the grass.

The "suggestion" that is given for how early can you mow your lawn is 8am-10am.

And who wants to be that neighbor? To minimize disturbance and maximize efficiency, the best time to mow your lawn is in the morning, around 8am to 10am. This way, it’s not too hot for physical exertion, and it’s late enough that the morning dew has dried. LawnLove

OK that's more of a "be the nice guy" type comment, but what about the legality of it all? Can you get busted, ticketed, jailed, etc for firing up the Toro too early or too late?

For the most part, it’s not illegal to mow your lawn early in the morning or at night, because there’s no law in any of the 50 states that restricts you from doing so. However, and as mentioned earlier, lawn mowers can be extremely loud, which may merit police involvement. - CrabGrassLawn

The ONLY way this can become a legal issue, is if the neighbors (or the law) think your mower is too loud. If you are lowing at 11:45pm, have fun with it...But if that mower's volume, a lot like music, a party, your mother-in-law is too much THAT is where you can get in trouble:
