In Illinois, we don't have carpool lanes, yet, but in the state of Washington they do. The rule is, you must have two or more passengers in your vehicle to travel in the HOV lane.

ABC news reports that a Washington State Patrol trooper pulled over the driver on March 23 on Intestate 5, close to the City of Fife, Washington.
